Default xc clothing repair/bonding question

Hi all - Every so often I need to repair/modify outerwear, often by
adding a piece or two of velcro to keep something closed or the if
existing velcro has ripped off. Has anyone got any advice on an
adhesive/glue/epoxy that will work well to attach velcro (probably the
cloth backed strips made for sewing) to rough outerwear materials
like cordura?

I know sewing would be the strongest but sometimes this would involve
going through waterproof material which I'd rather not and sometimes
the material is pretty tough to sew through.

I know sometimes pockets and the like come bonded from the factory
with some sort of heat treated adhesive. I've thought about epoxy but
I'm not sure it would stick to the nylon or micropore materials
because they often have a polymer coating.

You might try some of that 3M spray-on cement. It's pretty sticky to
work with, so some kind of plastic straw to target the spray would
help. The caveat is that if the spot is under a lot of tension or
movement it's probably not going to hold. I wouldn't worry about
sewing through waterproof material, both because the needle holes will
close and often the material could use a little breathability anyway.
This is an aerobic sport.

It is possible to obtain self-adhesive Velcro. See here for an
example: http://www.velcro.com/CONSUMER/products_ff.htm

Make sure you get one for use on fabric; some is meant for sticking to
hard surfaces. If the Velcro gets a lot of stress, it is likely that
it would be better to sew it on.
