Default Canadian Exceptions

More proof that our neighbors to the north are turning on us...almost
as bad as the French:

337 PM MDT Sat Oct 25 2003

Models are then bringing a cold storm system to the great basin by
Thursday and Friday. Almost all of the ensemble members of the GFS
00z and 12z runs and most of the other medium range models bring this
system to Utah. Canadian global model is an exception. In agreement
with surrounding offices we need to nudge the forecast to the colder
wetter solution. Trended temperatures down significantly for late
next week and introduced a chance of mountain snow starting about
Thursday night.

Are they trying for Canadian help in changing the forecast?
Does this change the weather?
