Mill Race course change

I've just found out that they've changed the course on the Mill's
Race.

Now the entire race will be done in American waters. Are they afraid
of Canadian pirates? Or are they afraid of American pirates attacking
the Canadians?

One thing is certain. My compass points to victory. Honor, Glory,
and Treasure shall be mine. My name will live forever.

Nah. They just won't let you into Canada, and the Canadians don't
want you polluting their waters.
