Default binding screws too long?

I'm trying to mount some Ride bindings (my wife's new Vxn's) onto a smallish
K2 board. No matter how much I tighten--any tighter, and I fear I'll break
through the bottom of the board--some of the washers remain loose on the
baseplate disc. Doesn't seem to make sense that the screws would be too
long, but.... (The screws had flimsy plastic washers to hold them--i.e., the
were on the underside of the binding; I removed them, assuming they were
there for shipping purposes). The bindings I'm replacing are Clickers, and
those screws are too shallow.

It's possible that the screws are two short. Some boards have deeper
inserts than others... if the board is a small women's board, it might
be thinner than normal in order to be more flexible. Do the screw
heads stick up above the plane of where the boot goes into the binding
when tightened? If not just add more washers on top. If yes, you
need shorter screws.
