My impression is a former owner, I am working on getting the rest of the
details. But from the time I have spent with him he is a stickler for
doing things the proper way. I think he found the tank or evidence that
there was a problem and notified the state and he got screwed for it.

He should have known better than to involve the state/government in such
things.
It is always the home owner that gets the stinky end of the stick. Sticking
him
makes the state look good as if they are doing their job and shedding the
cost
of a major cleanup to him.

To me, the story is incomplete. If he put the tank in the ground, or
knew of the tank when he bought the property and/or used it for any
purpose, then he has liability for it and any damages that it may
cause. If a previous owner installed the tank and he had no knowledge
of it, then a civil lawsuit against that owner might be a possible way
to recover some of the costs. Or he could throw himself on the mercy
of the EPA and try to get Superfund Site status, although his costs
will not entirely disappear.

I will answer the owner of the tank question as soon as possible. Have
not got those details yet. He is 92 the prior owner is long gone. The
mercy of the court is the current direction and there has been a renew
of interest as there have been publications like vintage race car and
SCCA magazine that ran the story in recent issues.
I had just made a promise to a close watcher friend of him, his wife
just died in feb that I would push this information where ever I could.
You just never know. Just saw a letter from Bobby Unser to gov of Ct. I
have seen current enforcement papers so we stirring the pot where we can.
