Short of carrying a weather radio everywhere... is there
anyway to get the real deal sent to a PDA/Etc?

You can configure Weatherbug to send alerts to a wireless device. There
is a a $3/month charge though. Some of the wireless carriers provide the
service for free. Check your provider to see if they do. There are also
GMRS two-way radios with with the NOAA channels.

Google for "email weather alert [your location]" will let you know if
somebody local provides a service like this.
