And the budget thing. She had to spend her entire budget, or else she couldn't get allocated enough budget to operate the following year. Instead of rewarding frugality, NASA punishes it. Standard government rules. You earn a fixed number of leave hours each pay period, and as long as your supervisor is agreeable, you can take them pretty much anytime you want. It is not NASA that causes the budget stupidity, it is the GAO and congress who dictate those policies, and yes, it is sheer stupidity. C. |
