Any new framework will have the same goals for each country to reduce greenhouse gas emissions as what was the Kyoto Accord's main goal However the US, no matter what administration is charge will try to change the per capita framework of Kyoto, given that China may now have the largest emissions of greenhouse gas emissions, The US delegates will try to change it to make it more palatable for Senate passage. The US cannot continue with its stalling or trying to throw wrenches in these global conferences, they are going to **** off some powerful interest, whether World opinion, the Energy Companies, Coal Burning Power Companies, etc. They are delaying the inevitable, which they should had address issue back in 1998-2001. |
