IMHO there are two rules: 1) Do not appear like a bolt out of the blue;
make some noise (kick loudly, cough, whistle, whatever) *well before
you´re at his/her tail* and 2a) Switch tracks or hop into the skating
lane/ *in good time* or 2b) make your skating movement narrower(so that
it´s immediately obvious to the slower skier than there´s no need for
him to jump anywhere to avoid a collision or to escape your fury) .
There´s usually no need to issue any explicit warning.

When I pass another skier, I believe it is my responsability to do so in a
manner that is safe for both of us and that I do it without "annoying" this
person.
.. Most trails I ski are double-track plus a skate lane. It is very easy for
me to step into the other track or onto the skating lane and pass.
.. If a ski a double-track only, I take the free track and pass. If there are
no free tracks (or if I ski a single track trail), I simply say "please"
from a distance and repeat as needed. 95% of the skiers do understand and
clear track so I can pass and say "thanks" (the remaining 5% are just a
bunch of ?#*&!). ; )
.. When passing, I keep my poles as low as possible: most beginners
or ski walkers feel threatened by pole tips being pointed at them.
.. The only times I am really annoyed is when people stop on the trails and
stay in the tracks. Especially at the end of a downhill section... I must
admit that my vocabulary changes and I become a little less polite!
