Default should i regrind skates every year and should i go with the 100.00grind that

the pro grinder uses(500k machine) or should i go with the guy who
does it out of his house 40.00 grind ,,he does ok work..skater...also
my ski got chipped badly on top,,hot glue to cover the hole?? or
