Correct.

The norwegian coach for the (winning) female team had a personal limit
of -18, if it had been any colder than that (but still within -20), he
would have pulled the team from the event.

The norwegian second-leg runner (Vibeke Skofterud) was the only one on
the team who didn't handle the conditions too well, she dropped back
quite a bit, and seemed quite a bit 'worse for wear' afterwards.
