Or is southern Quebec [e.g. Mont Tremblant]
a much better bet for skiing weather ?

In NH, Bretton Woods is usually the first to open. It seems to benefit from
its location at the base of Mt. Washington, home of the some of the world's
worst weather. Most years they have had 40 - 50K open by mid December.
