As you said in the subject: This is a waxing problem (it is also a
wexing problems...)! :-)
In reality, if you are backcountry touring and breaking trail, starting
out at lower altitude with wet snow (red klister) and then you get fresh
dry powder snow at higher altitude, you pretty much have to scrape off
as much klister as possible, then cover the remains with blue extra or
some other regular wax.
