Before you ask "how is that possible" you should first confirm that
the preceding sentence is true. You can do that via Google (search for
palmare and indurain) or by asking in an appropriate group like

Ever yTour of France winner in recent decades has achieved superbe
results at lower levels of the sport before winning that race -- even
though their earlier results may not be known well in the US. Your
premise that Armstrong somehow demonstrated more ability that Indurain
and therefore is less likely to be doping because of that doesn't
work.
